Planning and Transportation Commission Study Session - April 2, 2025
The Public Draft of the Northeast Area Specific Plan is now available for public review HERE.
The Planning and Transportation Commission will be providing input on the Public Draft at a study session on April 2, 2025 at 6pm. The feedback gathered from April 2nd meeting will be forwarded to the City Council for consideration at a future City Council study session.
Following both meetings, City staff and the consultant team will continue to refine the Specific Plan in preparation for adoption.

Virtual Community Workshop - November 7, 2024
Thank you for joining us on November 7th for a Virtual Community Workshop to discuss key policies proposed for inclusion in the upcoming Draft Northeast Area Specific Plan.
This virtual Community Workshop was held on Thursday, November 7th, 2024, from 6:30 PM to 8 PM via Zoom. During the workshop, City staff and the consultant team presented key highlights that will be included in the upcoming Draft Northeast Area Specific Plan. Use the comment form below to share your input on land use and urban form, mobility, and resiliency.

Notice of Preparation (NOP) of a Draft Environmental Impact Report (EIR) for the San Carlos Northeast Area Specific Plan (NEASP)
Thank you to everyone who attended and shared comments at the Scoping Meeting for the Northeast Specific Plan at the Planning and Transportation Commission meeting on August 5, 2024. Specific Plans are required to undergo an environmental assessment, as required by the State of California’s Environmental Quality Act (CEQA). The Notice of Preparation (NOP) was released on July 1, 2024, inviting all interested parties to attend a public hearing on the scope of the environmental review. Written comments on the NOP were accepted until 5:00 pm on August 6, 2024. The comment period is now closed.

City Council Study Session
City staff and the project team presented the revised draft land use option. The purpose of the meeting was to select a preferred land use scenario to guide the preparation of the Northeast Area Specific Plan. The meeting was open to the public.

City staff and the project team presented the revised draft land use option during a study session. The purpose of the meeting was to select a preferred land use scenario to guide the preparation of the Northeast Area Specific Plan.

City Council Meeting
City staff and the project team presented the draft options for land use, placemaking, parking, and more to the City Council during a Study Session. These draft concepts incorporated input received from the Planning and Transportation Commission during their Study Session on September 18. During this meeting, the City Council was asked to provide guidance on which option (or a combination of options) should be the “preferred option.”

Pop-Up at Auto Vino
City Staff hosted at table at Auto Vino, 380 Industrial Road, to invite input on the draft options for the Northeast Area Specific Plan.

Virtual Community Workshop
On Wednesday, August 30 from 7:00-8:30pm, the planning team held a virtual Community Workshop to solicit community input on the draft options.

On Wednesday, March 15, 2023 from 7:00-8:30PM the City of San Carlos hosted the first Community Workshop for the Northeast Area Specific Plan.
